Biography
Dragos Berbecel joined Portland Investment Counsel Inc. (Portland) in 2008 and became a Portfolio Manager in July 2013. Dragos has over 25 years of experience, both as an investment professional and a business operator. As an investor, Dragos has been a student and practitioner of high conviction active portfolio management, with a keen focus on value discipline. Dragos leverages more than a decade of experience as a marketing and sales professional working in Europe and North America, in life sciences (agriculture) and industrial distribution.
Dragos initially conducted research in the field of investment alternatives with a socially responsible investing mandate and amassed a body of knowledge necessary to introduce the environmental, social and governance performance and risk factors analysis in the firm’s investment process. Since then, Dragos has been involved in developing and co-managing a number of private equity and private debt, venture capital, public equity, balanced and alternative investment mandates.
As a Portfolio Manager in the life sciences space, Dragos has been involved in the structuring, marketing and co-management of the firm’s single purpose vehicles (SPVs) with a central focus on private equity opportunities in precision oncology (radiopharma) since 2018. This endeavor has led to meaningful allocations across major precision oncology deals with noteworthy companies such as ITM Isotope Technologies Munich SE, Telix Pharmaceuticals Limited, and OncoBeta International GmbH and a US based radiopharmaceutical company.
Additionally, Dragos has been responsible for structuring, marketing and co-managing multiple public equity mandates. Notable funds under co-management include the Portland 15 of 15 Alternative Fund, Portland Life Sciences Alternative Fund, Portland Replacement of Fossil Fuels Alternative Fund, and until 2020 the Portland Canadian Balanced Fund.
Dragos also plays an active role in mentoring and recruiting investment professionals, contributing to the growth and success of Portland.
Dragos holds an MBA degree from the University of Toronto, with a major in Finance. He earned a BComm and an MSc in Marketing Management from the Academy of Economic Studies in Bucharest, as well as an MA from the National School of Political Studies and Public Administration in Bucharest. He passed the professional accreditation exams to be licensed as a broker/trader on the BSE (Bucharest Stock Exchange) by the Brokers’ Association and the Romanian Financial Institute. Dragos is a CFA charterholder and has been a member of CFA Society Toronto since 2009.
